Driving License in Luxembourg: What HR Should Know

Validity of Foreign Driving Licenses
For employees residing in Luxembourg:
- European (EU/EEA) employees: A driving license issued by an EU or EEA country is recognized and can be used without additional formalities. Transcription is not mandatory, but it is strongly recommended to register the license with Luxembourg authorities to simplify procedures in case of loss or theft. This registration is done through the National Road Traffic Administration (SNCA) and requires a copy of the identity card, a copy of the foreign license, and a specific form available on the MyGuichet.lu portal. This process is free and represents a useful step in supporting international employees.
- Non-European employees: Applying for a Luxembourg driving license is mandatory and must be done after 6 months of residence. The application can be submitted earlier, but it will only be processed from the 6th month. The application must be completed within one year of moving to Luxembourg. Some non-convention third countries do not allow license registration; employees from these countries must pass both the theoretical and practical exams to obtain a Luxembourg license.
Exchanging a Foreign License for a Luxembourg License
If an employee wishes to obtain a Luxembourg driving license:
- European employees: Exchanging the license is not mandatory. They may do so after 6 months of residence, at their convenience.
- Non-European employees: Exchanging the license is mandatory and must be completed within one year after six months of residence.
The application submitted to the SNCA must include: a copy of the identity card and foreign license, extracts of the criminal record (both Luxembourgish and foreign), a medical certificate from a certified doctor in Luxembourg, a recent ID photo, and proof of payment of the required stamp.
Validity Period and Point System
The Luxembourg driving license is valid for ten years. Extensions are provided as follows:
- 5 years from age 70,
- 2 years from age 80.
The license operates on a 12-point system. Points are deducted depending on the severity of traffic violations. Lost points can be recovered after three years without new violations.
